An accessible website is one that allows all Internet users to access its content without difficulty, including people with disabilities who use specialized software or hardware.
For example, an accessible website allows you to:
- Navigate using text-to-speech or Braille segments (which are used, in particular, by blind or visually impaired internet users).
- Customize the website's display to suit your needs (enlarge the font, change the colors, etc.).
- Navigate without using the mouse—using only the keyboard or a touchscreen.
Accessibility of the Government’s Public Communication Services
Law No. 2005-102 of February 11, 2005, “on equal rights and opportunities, participation, and citizenship of people with disabilities” establishes, under Article 47, the requirement that online public communication services provided by the State, local authorities, and the public institutions under their jurisdiction be accessible to people with disabilities.
Article 47: “The online public communication services of government agencies, local authorities, and the public institutions under their jurisdiction must be accessible to people with disabilities.”
The accessibility of online public communication services refers to access to all types of information in digital form, regardless of the means of access, the content, or the method of use. International recommendations for Internet accessibility must be applied to online public communication services.
A decree issued by the Council of State establishes the rules governing accessibility and specifies—with reference to the recommendations set forth by the Agency for the Development of E-Government—the nature of the adjustments to be implemented, the deadlines for bringing existing websites into compliance (which may not exceed three years), and the penalties imposed for failure to ensure accessibility. The decree also sets forth the training requirements for personnel involved in online public communication services.
The General Accessibility Framework for Government Agencies (RGAA) is the standard guide (compatible with W3C recommendations) for ensuring that public websites comply with accessibility standards.
